She has heard the proposal and she already knows: they will never use it.
She says it kindly. She says it with the weariness of someone who has watched three elegant systems die in production for want of a workflow change nobody would approve, and she is not wrong about those three systems, and she can name them, and everyone in the room remembers them too. That is the source of her authority. It was earned. She paid for it.
